User Rates
The District operations for water and sewer services are supported
by the rates that users pay. One uniform rate for operation and
maintenance of water and wastewater system is used throughout the
District. However, the water treatment rate may vary throughout
the District depending on which municipality is providing the treatment
services.
District customers are billed on a monthly
or quarterly cycle for water and wastewater services, based on
metered water flow and depending on where they live. Utility
bills for water and wastewater service are generated and collected
by the Northwestern Water & Sewer
District and/or one of the following agents: Fostoria, Toledo,
or Grand Rapids.
Some areas of the District are provided only
with sewer services. These are billed a flat rate on a quarterly
basis, from the Northwestern Water & Sewer District office.
New extensions of water and sewer lines are
financed primarily through special assessments to benefiting
property owners. Oversizing of water & wastewater lines and
common facility improvements such as pump stations and water
towers are generally financed through revenue bonds (debt payments)
supported by user rates. |
